Civil-protection protective structure
An umbrella regulatory concept. The exact category and project requirements must be preserved in Ukrainian project and procurement documents where legally relevant.
Protective shelter / hardened shelter
A specific protective-structure category. In international communication, avoid translating every commercial bunker product as a сховище unless the project basis supports that classification.
Anti-radiation shelter (PRU)
A Ukrainian regulatory category frequently abbreviated as ПРУ. The transliterated abbreviation PRU can be useful in bilingual project communication, but the Ukrainian category should remain visible in formal documents.
Dual-purpose structure (SPP)
A facility or space intended for normal everyday use while also designed to perform a civil-protection function under the applicable project requirements.
Primary mobile shelter (PMU)
A distinct shelter format and not a synonym for a project-designed PRU, SPP or protective shelter. Procurement documents should specify the intended category rather than relying on the generic word modular.
Simplest shelter / adapted shelter space
A separate concept from project-designed protective structures. In English communication, explain the actual status and adaptation scope rather than implying an equivalence with a hardened bunker.
Shelter
A broad everyday word. It can refer to different kinds of protective spaces, so it should not replace the exact regulatory category in technical or procurement specifications.
Bunker
Common commercial and everyday terminology, especially for private projects. By itself, the word does not define the Ukrainian regulatory status, protective properties or approval path of a project.
How to use terminology in an international project brief
- keep the Ukrainian regulatory term next to the English explanation when the category affects design or procurement;
- do not translate every shelter product as a bunker or every bunker as a regulatory protective shelter;
- separate a preliminary commercial description from the category confirmed by the project team;
- when the category is not yet known, state that it requires technical selection instead of guessing;
- keep capacity, site, protective requirement and engineering scope as separate project inputs.
