What this checklist is designed to reveal
A project can have a strong need and still be difficult to fund if the facility, site constraints, design responsibility, expected value, co-financing, documents or implementation schedule remain unclear. The checklist makes those gaps visible before they become procurement or delivery problems.
Use it together with the project passport
