Industrial shelter projects start with real shifts, routes and site constraints

For a factory or production site, the useful starting point is not total payroll headcount. The project should reflect the people actually present by shift, how they are distributed across the site, access time, operational continuity and what can realistically be built or installed without creating new operational problems.

Start with people and the site, not a product catalogue

Establish the maximum realistic occupancy for each shift and work zone, then map how people could reach a shelter location. On a large industrial site, distance and access can make several local solutions more practical than one remote central structure.

The second layer is the site itself: existing basements or recessed rooms, free plots, utilities, vehicle access, crane access and whether construction or installation can take place while operations continue.

Project options that may need comparison

  • a new separate shelter structure on the industrial site;
  • a modular or prefabricated solution on a prepared location;
  • reconstruction or adaptation of an existing building area where project review supports it;
  • a dual-purpose protective structure integrated into new construction or reconstruction;
  • multiple smaller shelter locations where access-time and site layout justify them.

Inputs for an early technical review

  • people by shift and work zone;
  • site plan or a simplified territory layout;
  • information on existing rooms being considered;
  • possible location for a new structure;
  • utilities, access restrictions and installation constraints;
  • requirements for autonomy, sanitation, communications and backup power;
  • target implementation date and procurement approach.

Build the business case from comparable cost blocks

For management review, separate design, structure, site works, logistics, installation, engineering systems, internal fit-out and explicit risk allowances. Also make indirect impacts visible, such as restricted site access, utility relocation, temporary operational disruption and future maintenance.
