Inputs to collect before selecting a solution
- number of children and staff expected to be present at the same time;
- distribution across buildings, floors or separate blocks;
- site plan and plans of existing rooms;
- existing basements or other spaces that may be considered;
- available locations for a separate shelter structure;
- utilities, vehicle access and site constraints;
- accessibility needs and age-specific requirements.
The route to the shelter is part of the design problem
A shelter with sufficient nominal capacity may still be impractical if groups cannot reach it safely and predictably from different parts of the school. Route length, crossing flows, level changes, accessibility, lighting and weather exposure should be considered together with the shelter itself.
Engineering systems should not be treated as an afterthought
Ventilation, power, water, sanitary facilities, emergency lighting and equipment access all affect layout and usable space. The project should also consider routine inspection, cleaning and maintenance outside emergency use.
