Ukrtransgaz: five primary mobile shelter lots with UAH 60.49 million total expected value excluding VAT

This procurement demonstrates why a large total tender value should not be divided by an assumed number of occupants. It is a five-lot goods procurement in which the lots had different budgets and different procedure outcomes.

Different lots had different budgets and outcomes

The Prozorro record shows separate expected values for the five lots. Lots 1, 2 and 5 were marked completed, while lots 3 and 4 were unsuccessful. The headline total therefore cannot be interpreted as the price of one standard shelter.

Why ShelterMetric does not calculate UAH per place from the total

The public procurement card used for this case does not present one verified aggregate capacity across all five lots. Dividing the UAH 60.49 million total by an invented occupant count would create a false unit-cost benchmark.

Practical lessons for procurement analysis

  • analyse each lot separately;
  • do not combine completed and unsuccessful lots into one market price;
  • check the VAT basis — this case states the expected value excluding VAT;
  • capacity, equipment, delivery location and technical scope are more informative than the headline tender total.
